Column Introduction
General Secretary Xi Jinping emphasized at the Third Plenary Session of the 20th Central Commission for Discipline Inspection that a concentrated party discipline education campaign should be launched across the Party, taking the opportunity of studying and implementing the newly revised Disciplinary Punishment Regulations. With the approval of the Central Committee of the CPC, a party discipline study and education campaign will be launched across the Party from April to July 2024. This party discipline study and education campaign is an important measure to strengthen the Party's discipline building and promote the in-depth development of the Party's strict governance. Starting today, the company's WeChat official account will launch a special column on "Party Discipline Study and Education", compiling and publishing various party discipline study materials to help party members and cadres accurately grasp the main points and requirements of the "Regulations of the Communist Party of China on Disciplinary Punishment", and guide the vast number of party members and cadres to further study, understand, clarify, and abide by the Party discipline.

Introduction to the "Regulations of the Communist Party of China on Disciplinary Punishment"
The "Regulations of the Communist Party of China on Disciplinary Punishment" are intra-Party regulations formulated in accordance with the "Constitution of the Communist Party of China." They clearly and specifically stipulate what behaviors constitute violations of Party discipline and what punishments should be imposed. The Regulations aim to uphold the Party Constitution and other intra-Party regulations, uphold Party discipline, purify Party organizations, safeguard the democratic rights of Party members, educate Party members to abide by laws and discipline, maintain Party unity, and ensure the implementation of the Party's line, principles, policies, resolutions, and national laws and regulations.
The newly revised "Regulations" fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the CPC. Adhering to a strict tone and combining problem-orientation with goal-orientation, the regulations have been improved to keep up with the times, further clarifying political discipline and political rules, driving all aspects of discipline to be stricter, sending a strong signal that discipline will be stricter in the future, and providing a strong disciplinary guarantee for comprehensively advancing national rejuvenation and building a strong nation through Chinese-style modernization.
The "Regulations" apply to Party organizations and Party members who should be held accountable for disciplinary violations. They are fundamental regulations governing the behavior of Party organizations and Party members. They not only provide standards for determining the nature and severity of disciplinary and illegal acts, but also provide a scientific and reasonable code of conduct for Party members, enabling them to clearly understand right and wrong, understand self-discipline standards, and uphold the bottom line of behavior.
On December 19, 2023, the Central Committee of the CPC issued the newly revised "Regulations of the Communist Party of China on Disciplinary Punishment." The revised "Regulations" consist of three parts and 158 articles and came into effect on January 1, 2024.
How many times have the "Regulations of the Communist Party of China on Disciplinary Punishment" been amended?
In December 2023, the Central Committee of the CPC issued the revised "Regulations of the Communist Party of China on Disciplinary Punishment." This is the third time our Party has revised the "Regulations of the Communist Party of China on Disciplinary Punishment" since the 18th National Congress of the CPC. Let's review how the "Regulations" have kept pace with the times and been continuously revised and improved.
1997
In February 1997, the Central Committee issued the "Regulations of the Communist Party of China on Disciplinary Punishment (Trial Implementation)". Prior to this, there were no comprehensive and systematic regulations on Party disciplinary punishment in the history of our Party. The trial regulations consisted of 172 articles, stipulating seven types of violations of Party discipline: political errors, organizational and personnel errors, economic errors, dereliction of duty, infringement on the rights of Party members and citizens, serious violations of socialist morality, and violations of social management order.
2003
In December 2003, the "Regulations of the Communist Party of China on Disciplinary Punishment" were officially issued, consisting of 178 articles. The types of violations were divided into ten categories: violations of political discipline, violations of organizational and personnel discipline, violations of clean government regulations, embezzlement and bribery, disruption of the socialist economic order, violations of financial discipline, dereliction of duty, infringement on the rights of Party members and citizens, serious violations of socialist morality, and obstruction of social management order.
2015
In October 2015, the revised "Regulations of the Communist Party of China on Disciplinary Punishment" were issued, consisting of 133 articles. They integrated the Party Constitution, the disciplinary requirements of the Party Central Committee, and the disciplinary provisions of other intra-Party regulations into six disciplines: political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and lifestyle discipline. The regulations emphasized political discipline and political rules, and adhered to the principle of discipline being stricter than law, discipline preceding law, and the separation of discipline and law.
2018
In August 2018, the revised "Regulations of the Communist Party of China on Disciplinary Punishment" were issued, consisting of 142 articles. Important content such as "guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" and "resolutely upholding General Secretary Xi Jinping's core position in the Party Central Committee and the whole Party, and resolutely upholding the authority and centralized, unified leadership of the Party Central Committee" was added. The four forms of supervision and discipline enforcement commonly used in practice were embodied, and the clauses on the connection between discipline and law were further improved.
2023
In December 2023, the newly revised "Regulations of the Communist Party of China on Disciplinary Punishment" were issued, consisting of 158 articles. Firmly grasping the political attributes and characteristics of the Party's discipline building, the general principles added content such as "adhering to self-revolution" and "providing a strong disciplinary guarantee for comprehensively advancing national rejuvenation and building a strong nation through Chinese-style modernization." The regulations emphasized political discipline and political rules, improved the rules for the application of disciplinary punishment, strengthened the connection between discipline and law, added descriptions of violations, and refined the provisions on punishment.
