What are the disciplinary regulations for interfering with inspection and supervision work?

"Regulations on Disciplinary Punishment of the Communist Party of China" stipulates that interfering with inspection and supervision work or failing to implement the rectification requirements of inspection and supervision constitutes a violation of political discipline. Directly responsible persons and persons with leadership responsibilities shall be given corresponding punishments according to the severity of the circumstances. For minor offenses, a warning or serious warning shall be given; for more serious offenses, removal from party posts or probation within the party shall be given; for serious offenses, expulsion from the party shall be given.

Inspection is an important responsibility entrusted by the Party Constitution, an important measure to strengthen Party building, an important means of strict Party governance and upholding Party discipline, and an important form of strengthening intra-Party supervision. No department, unit, or individual is allowed to interfere with inspection and supervision work in any form or fail to implement the rectification requirements of inspection and supervision.

However, it has been found in inspection and supervision work that some Party members and cadres in inspected areas (units) are afraid that their violations of discipline and law will be discovered, and they try every means to not cooperate with or interfere with inspection and supervision work. Relevant situations in the "Regulations on the Inspection Work of the Communist Party of China" include: some conceal or deliberately provide false information to the inspection team; some refuse to provide relevant documents and materials to the inspection team as required; some instruct or order relevant units or personnel to interfere with or obstruct the inspection work, or falsely accuse or frame others; some even threaten, attack, retaliate against, or frame cadres and the masses who reflect problems. Some Party members and cadres in inspected areas (units) have weak organizational leadership in inspection rectification, fail to implement the requirements of inspection rectification, perfunctorily deal with it, and engage in false rectification.

In order to seriously deal with the above-mentioned issues, the "Regulations on Disciplinary Punishment of the Communist Party of China" connects with the provisions of the "Regulations on the Inspection Work of the Communist Party of China", using strict disciplinary punishments as a means to ensure the implementation of the inspection and supervision system and requirements, and to promote the role of inspection and supervision as a sharp sword.

In addition, the newly revised "Regulations on Disciplinary Punishment of the Communist Party of China" also stipulates in the work discipline that those who leak, spread, or inquire about or steal information about inspection and supervision and other matters that should be kept confidential from the Party organization shall be given corresponding punishments according to the severity of the circumstances.

 

 

What kind of politically problematic remarks should be avoided in overseas activities?

Overseas activities relate to the dignity and honor of the Party and the state and are highly political. Articles 72 and 73 of the "Regulations on Disciplinary Punishment of the Communist Party of China" stipulate the punishment for politically problematic words and deeds in overseas activities, mainly including the following categories:

1. Applying for political asylum in a foreign country (territory) or at a foreign embassy (consulate) in China, or fleeing to a foreign country (territory) or a foreign embassy (consulate) in China after violating discipline, shall be punished by expulsion from the Party. "Applying for political asylum" generally refers to a Party member, under the pretext of "political reasons", fleeing to a foreign country (territory) or a foreign embassy (consulate) in China, applying for residence and living in a foreign country (territory) or a foreign embassy (consulate) in China. "Fleeing to a foreign country (territory) or a foreign embassy (consulate) in China after violating discipline" generally refers to a Party member who violates discipline fleeing to a foreign country (territory) or a foreign embassy (consulate) in China to escape disciplinary punishment. Whether applying for political asylum in a foreign country or fleeing abroad after violating discipline, it shows that the Party member has completely betrayed the Party's cause and lost the conditions of a Communist Party member, and should be expelled from the Party.

2. Publicly publishing articles, speeches, declarations, or statements opposing the Party and the government abroad shall be punished by expulsion from the Party. Party members who publicly publish remarks opposing the Party and the government abroad also show that they have completely betrayed the Party's cause, lost their communist beliefs, and the conditions that a Communist Party member should possess, and should be subject to the most severe disciplinary punishment.

3. Those who deliberately provide convenience for the above two acts shall be given probation within the Party or expulsion from the Party. "Providing convenience" mainly refers to providing various favorable conditions for applying for political asylum, fleeing abroad, or publicly publishing reactionary remarks abroad, such as issuing certificates, handling passports and visas, helping to purchase vehicles, ships, and air tickets, providing financial assistance, providing a place to stay, and providing a platform for publishing reactionary remarks, etc.

4. In overseas activities, if their words and deeds cause a bad political impact and damage the dignity and interests of the Party and the state, they shall be given removal from party posts or probation within the party; in serious cases, they shall be given expulsion from the party. This type of disciplinary violation includes two conditions: first, the act occurred in overseas activities; second, it caused a bad political impact and damaged the dignity and interests of the Party and the state. At any time, Party and government cadres must enhance their political sensitivity, maintain the image of the Party and the state with a good spirit and demeanor in overseas activities, and resolutely prevent words and deeds with political problems.
