Regulations on Disciplinary Actions for Neglect of Duty in Performing the Political Responsibility of Governing the Party

Governing the Party strictly in all aspects is the responsibility of Party organizations at all levels, and implementing the political responsibility of governing the Party is the most fundamental political responsibility of Party organizations at all levels. The "Regulations of the Communist Party of China on Disciplinary Actions" stipulates disciplinary actions for neglecting the political responsibility of governing the Party. It is mainly divided into two situations:

  1. Neglect of duty in fulfilling the main responsibility and supervisory responsibility
  The Regulations stipulate that failure to fulfill the main responsibility and supervisory responsibility of governing the Party strictly in all aspects, or failure to effectively fulfill the main responsibility and supervisory responsibility of governing the Party strictly in all aspects, causing serious damage or serious adverse effects to the Party organization, shall result in a warning or serious warning for those directly responsible and those bearing leadership responsibility; in serious cases, they shall be given the punishment of removal from Party posts or probationary membership.
  In practice, some localities and units have problems such as inadequate and incomplete transmission of pressure to implement the "two responsibilities", and the pressure decreases layer by layer, the harm of which cannot be ignored. For example, some Party and government leading cadres cherish their feathers and are unwilling to supervise, ignoring the wrong words and deeds of their subordinates; some are worried that problems with their subordinates will affect their promotion, so they demand that "major issues be minimized and minor issues be resolved"; others, because of their own disciplinary violations and illegal activities, have a weak grip on the team and give up their responsibility to govern the Party, resulting in a series of problems below. These Party and government leading cadres dare not draw their swords, reflecting the problems of low political standing and insufficient political responsibility, deviating from the important requirements of promoting the in-depth development of governing the Party strictly in all aspects.
  Party organizations and leading cadres at all levels should continuously strengthen their political responsibility, resolutely shoulder the political responsibility of governing the Party strictly in all aspects, be responsible for their own areas, be responsible for their own areas, and fulfill their responsibilities in their own areas, and implement the strict tone, strict measures, and strict atmosphere in strengthening education, management, and supervision.
  2. Conniving at violations of political discipline and political rules
  The Regulations stipulate that if Party and government leading cadres fail to report, resist, or fight against wrong thoughts and actions such as violations of political discipline and political rules, and condone them, creating a harmonious atmosphere without principles, they shall be given a warning or serious warning; in serious cases, they shall be given the punishment of removal from Party posts or probationary membership.
  Disciplinary supervision has found that some Party and government leading cadres forget their responsibilities and obligations, and have an ambiguous attitude towards wrong thoughts and actions such as violations of political discipline and political rules that occur around them, and dare not fight against them, turning a blind eye to them, failing to report what should be reported, failing to criticize what should be criticized, and failing to stop what should be stopped, losing their Party spirit and principles, blurring the boundaries between right and wrong, and causing damage to the Party's cause.
  For Party and government leading cadres, advocating unity does not mean creating a harmonious atmosphere, and advocating harmony does not mean "smoothing things over". They should have a correct stance and a clear attitude on major issues of right and wrong, dare to speak out, and dare to express their opinions.
  The Regulations stipulate disciplinary actions for condoning violations of political discipline and political rules, further strengthening political responsibility, and providing disciplinary guarantees for creating a good political ecology and atmosphere and maintaining the Party's ruling position.
  In addition, it should be noted that the subject of this provision is Party and government leading cadres, and only when adverse effects are caused will Party discipline be pursued. If the circumstances are minor and no adverse effects are caused, the person involved may be given criticism and education or organizational handling.

 

Regulations on Disciplinary Actions for Violations of the Party's Political Rules

Article 76 of the "Regulations of the Communist Party of China on Disciplinary Actions" stipulates that violations of the Party's fine traditions and work practices, etc., that cause adverse political influence or serious consequences shall be subject to corresponding disciplinary actions.
  The Party's rules refer to the behavioral norms and rules that must be observed by Party organizations and all Party members at all levels, and are the sum of the normative requirements of the Party Constitution, discipline, and laws, as well as the Party's fine traditions and work practices. They include both written intra-Party regulations, such as the Party Constitution and other intra-Party regulations, Party discipline, and national laws, as well as the fine traditions and work practices formed by the Party in its long-term practice that are not explicitly included in the discipline.

  Discipline is written rules, and some rules not explicitly included in the discipline are unwritten discipline; discipline is rigid rules, and some rules not explicitly included in the discipline are self-restraining discipline.

  Many rules within the Party are fine traditions and work practices formed by our Party in its long-term practice. They have been tested in practice, have become customary, and are effective. They reflect our Party's profound thinking and scientific summary on some issues, and need to be adhered to and consciously followed by the whole Party for a long time. These rules do not have written regulations, but they are a tradition, a paradigm, and a requirement. Violations of these fine traditions and work practices that cause adverse political influence should be subject to Party discipline.

  This provision sets out the disciplinary requirements for Party members and cadres to abide by the Party's political rules. For violations of the Party's rules that cause adverse political influence, Party discipline shall be imposed according to the circumstances. "Adverse political influence" mainly refers to damaging the Party's political image, damaging the relationship between the Party and the people, and damaging the Party's unity. The revised Regulations modify the harmful consequences of violating the Party's rules to "causing adverse political influence or serious consequences", further clarifying the criteria for determining such issues, reflecting the high standards and strict requirements for strictly enforcing the Party's political discipline and political rules, and thus driving other disciplines to become stricter.

  Party members and cadres often start violating discipline by breaking rules. If rules are not established and enforced strictly, many problems will gradually arise, and many facts have proved this point. Whether or not political rules are strictly observed is an important test of the loyalty of Party members and cadres to the Party. We must place greater emphasis on observing discipline and rules, and demand ourselves with stronger Party spirit and higher political consciousness.
