From July 15th to 18th, the Third Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing, where the "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-Style Modernization" was adopted.。

 

 

The Decision proposes more than 300 important reform measures.

 

 

The drafting of the Decision was carried out under the leadership of the Party Central Committee, with General Secretary Xi Jinping personally serving as the head of the drafting group, playing a decisive role in the overall planning, organization of research, meticulous guidance, and direction-setting.

 

The Decision consists of 15 parts, 60 articles, and is divided into three sections -

 

• The first section isGeneral Remarkswhich mainly elaborates on the significance and overall requirements of further comprehensively deepening reform and promoting Chinese-style modernization.

 

• The second section isSpecific Discussionswhich, driven by economic system reform, comprehensively deploys reforms in all fields and aspects.

The Decision proposes more than 300 important reform measures, all of which involve the levels of systems, mechanisms, and institutions.Some are improvements and enhancements to past reform measures, while others are new reform measures proposed based on practical needs and pilot explorations.

 

 

Further comprehensively deepen reform

Implement six principles

 

The Decisionstates that to further comprehensively deepen reform, six principles must be adhered to.

 

These six principles embody the core essence of General Secretary Xi Jinping's important discourse on comprehensively deepening reform, and are a scientific summary of the valuable experience gained from reform and opening up, especially the comprehensively deepening reforms of the new era, which we must strictly follow and adhere to in the further comprehensive deepening of reforms.

 

 

On economic and livelihood reforms

 

The Decision insists on takinghigh-quality development as the primary task of building a socialist modern country in an all-around way, making comprehensive arrangements for economic and livelihood reforms, mainly in seven areas -

 

■ Construct a high-level socialist market economic system

 

• Deepen reforms of state-owned assets and state-owned enterprises, promote the strengthening, optimization, and expansion of state-owned capital and state-owned enterprises, enhance their core functions and core competitiveness, and carry out accounting of the added value of the state-owned economy.

 

 

• State-owned enterprises should become the source of original technologies.

 

 

• Promote the market-oriented reform of independently operated natural monopoly sectors and competitive sectors such as energy and railways.

 

 

• Create a favorable environment and provide more opportunities for the development of the non-public sector, improve the long-term mechanism for private enterprises to participate in national major projects, support capable private enterprises to take the lead in undertaking national major technological research and development tasks, and regulate administrative inspections involving private enterprises.

 

 

• Formulate and issue a law promoting the private economy.

 

 

• The Decision emphasizes carrying forward the entrepreneurial spirit and accelerating the construction of more world-class enterprises.

 

 

 

• Accelerating the construction of a high-standard market system is a major reform task. The Decision clarifies three key reform measures: constructing a nationwide unified large market; promoting market-oriented reform of elements; and improving the basic institutional system of the market economy.

 

The Decision specifically proposes to prevent and correct the use of administrative and criminal means to intervene in economic disputes, and to impose the same responsibility, the same crime, and the same punishment on acts that infringe on the property rights and legitimate interests of various types of economies.

 

■ Improve the system and mechanism for promoting high-quality development

 

• Accelerate the formation of production relations that are more adaptable to new types of productivity, improve the system and mechanism for optimizing and upgrading traditional industries, improve the policy and governance system for strategic industries, establish a mechanism for investment growth in future industries, improve the policy system for promoting digital industrialization and industrial digitization, promote the aggregation of various advanced production factors to the development of new types of productivity, and significantly improve total factor productivity.

 

 

 

• Promote the deep integration of the real economy and the digital economy, accelerate the development of modern service industries, strengthen the construction of modern infrastructure, and improve the resilience and security of industrial chains and supply chains.

 

 

 

■ Improve the macroeconomic governance system

 

• Establish a mechanism for the formulation and implementation of national strategies, improve the system of national economic and social development plans, deepen reforms of the fiscal and tax system and the financial system, and enhance the consistency of macroeconomic policy orientation.

• The Decision proposes to implement a system of providing basic public services based on household registration at the place of permanent residence, and to accelerate the urbanization of agricultural transfer population.

 

 

 

 

• The Decision proposes to improve a normalized mechanism for preventing and alleviating poverty among rural populations, establish a tiered and classified support system for low-income rural populations and underdeveloped areas, establish a unified inter-provincial horizontal benefit compensation mechanism for grain production and sales areas, improve the investment mechanism for rural revitalization, and cultivate new rural industries and business models.

 

 

 

 

 

■ Promote high-level opening to the outside world

 

• The Decision calls for proactively aligning with international high-standard trade rules, steadily expanding institutional opening-up, and building a new system for a higher-level open economy.

 

 

 

 

• Expand unilateral opening-up to the least developed countries, expand independent opening-up, orderly expand opening-up in commodity markets, service markets, capital markets, and labor markets, improve the system of living conveniences for overseas personnel entering and residing in the country, including medical care and payments, and comprehensively promote major landmark projects and "small and beautiful" livelihood projects, and high-quality co-construction of the Belt and Road Initiative.

The plenary session's "Decision" has made important deployments for comprehensively deepening reforms of the institutional and mechanistic systems in education, science, technology, and talent development.

 

■ Deepening Comprehensive Education Reform

 

• Accelerate the construction of a high-quality education system, and comprehensively promote reforms in education methods, school management models, management systems, and support mechanisms.

• Emphasize the Party Central Committee's leadership in the overall design, coordination, and overall advancement of reforms, encourage various regions and departments to combine their actual situations with innovation, and create new experiences that can be replicated and promoted.
